Consider this scenario:
A CEO of a multinational corporation with many companies in the E.U. is offered "carte blanche" by the European Commission the chance to reduce corporate tax, VAT and source taxation reporting requirements.
What does he do?
Well, many multinationals have yet to be persuaded to embrace the Societas Europaea but consider the following:
-
Do we need accounting records per branch and/or per member state? Can one general ledger for the Societas Europaea fit the purpose ?
-
Can one file one single corporate tax return for the whole EU ? Do we need comprehensive transfer pricing policies and documents if corporations pay taxes to one "Internal Revenue Service" on a uniform tax base and at a uniform corporate tax rate, and if the tax revenues are distributed amongst all member states ?
-
Do we need a VAT registration for each Member State ?
-
Will a local payroll per Member State still be required for income distributed to third parties (employees, directors etc.)? Or will an abolition of source taxation, combined with a mandatory periodic general reporting of income earned by employees (liberty to make prepayments) fit the issue as well ?
-
And, finally, which CEO would oppose such simplifications ?
This relaunch roundtable in Brussels features Pierpaolo Rossi, a senior officer at the European Commission, who will lead a discussion on these matters.
